BLAINE PROCTOR

Blaine Proctor will lead the City’s Housing Department in an equitable direction with a focus on the creation and preservation of affordable housing. Proctor is the City’s first openly gay director and served as CEO of SAVE Inc. for nearly a decade. SAVE Inc. is a Kansas City non-profit focused on providing comprehensive housing solutions for persons with diagnoses of poverty and HIV/AIDS. During his time with SAVE Inc., Proctor developed and executed Pride Haven, an overnight shelter for transition-aged LGBTQ+ youth facing homelessness. In his position, Proctor hopes to help the City identify ways to address affordable housing issues, utilize established resources while finding new ones, and identifying public and private partnerships for finding solutions facing individuals experiencing homelessness.
